Hongkong, 27th. June, 1917.

I duly received your letter of 22nd. inet. and

regret that owing to time necessary for telegraphic reference I have been unable to reply earlier.

I now beg to inform you that on consulting my Committee they authorize me to reply that they approve of the proposed draft telegram to the Secretary of State with the exception that in view of the desire of some cwners to leave the settlement of Requisitioning questions to their own Representatives in London, they suggest the omission of the recommendation for a local Advisory Committee, leaving this point to be dealt with by the Government at its discretion.

With some other slight modifications which the alteration would appear to call for, the suggested redraft of the telegram having the approval of the Committee would then read in the sense of attached.
